The Single Parent’s Guide to Buying an HDB Flat in 2026
Published 10 April 2025

TL;DR / Summary:
– Divorced and widowed parents with children are recognised as a family nucleus.
– Under ASSIST, divorced and widowed parents get access of up to 5% for 2-room Flexi and 10% for 3-room BTO flats in standard projects.
– Unmarried single parents are assessed by HDB on a case-by-case basis and may be allowed to buy up to a 3-room flat from HDB or a resale flat.
– Before anything else, apply for your HDB Flat Eligibility (HFE) letter — it tells you exactly what you can buy, what grants you qualify for, and how much you can borrow.
Buying an HDB flat as a single parent comes with its own set of rules, and they differ quite a bit depending on whether you’re divorced, widowed, or unmarried. This guide breaks down your eligibility, the grants available, and what’s changed recently so you know exactly where you stand.

For Divorced or Widowed Single Parents
Divorced or widowed Singapore Citizens aged 21 and above, with at least one child under their legal custody, care, and control, are recognised as a family nucleus under the Priority Scheme. This matters because it opens up BTO and resale flat type options, along with more grant support.

To Qualify Under Assistance Scheme for Second Timers (Divorced/ Widowed Parents) (ASSIST):
- Have at least one child aged 18 or below — natural child from a legal marriage, or legally adopted. Adoptive parents must have the Adoption Order ready when applying.
- Not have acquired any interest in an HDB flat or private residential property since your divorce, separation, or spouse’s passing (your matrimonial flat is exempt).
For Unmarried Single Parents

This is where HDB policy still has significant gaps, and it’s important to be upfront about that. Unwed parents and their children are not recognised as a family nucleus under HDB’s standard eligibility framework, so they aren’t eligible for the same range of grants or flat types that divorced and widowed parents can access.
That said, there are still options. HDB assesses requests from unwed parents holistically based on individual circumstances. If you can afford to buy, you may be allowed to purchase up to a 3-room flat from HDB or a resale flat. Those who cannot afford to buy may be considered for public rental housing.

What are the Housing Options for Single Parents?

New Schemes Worth Knowing
Family Care Scheme (FCS) (Proximity)
From the July 2025 BTO exercise, HDB introduced the Family Care Scheme (FCS), which gives both married and single children priority access when applying for a flat to live with or near their parents.
This replaced the old Married Child Priority Scheme.
There’s also an FCS (Joint Balloting) component: from October 2025, parents and their children can jointly apply for two units in the same BTO project where 2-room Flexi or 3-room flats are offered, and widowed or divorced parents are eligible to participate.
If you’re a single parent who also wants to live near your own parents for support, these schemes could work in your favour.
How to Buy an HDB Flat as a Single Parent
The process isn’t too different from any other HDB purchase:
Step 1: Check Your Eligibility
Before anything else, apply for your HDB Flat Eligibility (HFE) letter via the HDB Flat Portal. This tells you upfront which flat types you can buy, what grants you qualify for, and how much you can borrow. It’s free and should be your first move.
Step 2: Figure Out Your Budget
Once you have your HFE letter, you’ll know your grant amounts and loan eligibility. Factor in your CPF savings, cash on hand, and monthly repayment capacity before shortlisting flats.
Step 3: Decide Between BTO and Resale Flats
BTO Typically means a longer wait (a few years) but comes at a subsidised price. Resale means moving in sooner, more location flexibility, and access to more grants, but at market price. Your choice will depend on your timeline and budget.
Step 4: Apply or Start Your Search
For BTO, apply during an HDB sales exercise and indicate your priority scheme (ASSIST, if applicable). For resale, start browsing listings and engage a property agent to help you navigate the Option to Purchase process.
Step 5: Secure Your Financing
Apply for an HDB housing loan or get an In-Principle Approval (IPA) from a bank. Do this in parallel with your flat search so you’re ready to move when you find the right one.
Step 6: Complete the Purchase
Sign the Agreement for Lease (BTO) or Option to Purchase (resale), pay your deposit, and submit your resale or flat application to HDB. From there, HDB will guide you through to key collection.
