In 2025, HDB will release a total of 19,600 BTO flats across three sales launches in February, July, and October. Additionally, over 2,800 Shorter Waiting Time Flats will be available, which means they’ll be ready for occupancy in under three years.

HDB BTO 2025: What are Standard, Plus, & Prime flats?
The new BTO flats will fall under the Standard, Plus, and Prime categories, each with different pricing, subsidies, and resale conditions:
- Standard flats: The most affordable with minimal restrictions.
- Plus flats: Located in better areas with additional subsidies but stricter resale conditions, including a 10-year Minimum Occupation Period (MOP).
- Prime flats: The most centrally located, with the highest subsidies but the strictest resale rules, including a subsidy clawback when you sell.
Important: If you buy a Plus or Prime flat, you cannot rent out the entire unit even after serving the MOP.
An Overview of the Feb 2025 BTO Launch
The Feb 2025 BTO launch is the first exercise of the year, featuring 5,032 new flats spread across five projects in four towns: Kallang/Whampoa, Queenstown, Yishun, and Woodlands.
Key Highlights
- 80% of the flats have a waiting time of four years or less
- 25% of the flats are 2-room Flexi units, available for eligible singles
- Chencharu Vines and Chencharu Green in Yishun have the shortest waiting times at a little over three years.
- You can only apply for one flat type in one town — no multiple applications during the 8-day application period
- At least 95% of 4-room and larger flats in Standard projects are reserved for first-time families, reducing competition

The July 2025 BTO exercise offered 5,547 new flats across seven locations in Singapore: Bukit Merah, Bukit Panjang, Clementi, Sembawang, Simei, Toa Payoh, and Woodlands.
Applications for the July 2025 BTO sales exercise strictly required an HFE letter, with all requirements submitted by the May 15th deadline.

An Overview of the October 2025 BTO Launch
In early September 2025, HDB released the first details about one of the projects for the October 2025 BTO. The last sales exercise of the year offered 9,144 new flats across eight locations in Singapore, with 3,294 having shorter waiting times (SWT) of less than three years. These will be in projects at Bedok, Sengkang, and Yishun. The application for the October 2025 BTO sales exercise was closed on 22 October.

- First BTO project in Mount Pleasant, Toa Payoh
- 33% of flats have waiting times of 4 years or less
- Mix of flat types available: Community Care Apartments, 2-room Flexi, 3-, 4-, 5-room, and 3Gen
- Perfect for singles, couples, growing families, and multi-gen households
- Subsidy recovery for Plus and Prime flats ranges from 7% to 14%
- The new Family Care Scheme (Joint Balloting) will now allow parents and their child/children to jointly apply for two units in the same project where 2-room Flexi or 3-room units are offered. Up to 15% of the 2-room Flexi and 3-room will be set aside for parents, while the same number in 2-room Flexi to 5-room are for their children.
