SBF also expanded buyer options, offering units in 18 towns islandwide. HDB sometimes updates its guidelines on application eligibility and assessment. It’s crucial to refer to the official HDB website for the most up-to-date information if you plan to take part in future BTO or SBF sales exercises, with the next one happening in October 2025.

  • Secure your HFE (HDB Flat Eligibility) Letter a month prior to the exercise. This document confirms your eligibility for a new flat, a housing loan, and Central Provident Fund (CPF) housing grants, including the Enhanced CPF Housing Grant (EHG), which can provide up to $120,000 for first-time families. An HFE letter is now mandatory for new flat applications, unlike previously.
  • The Deferred Income Assessment (DIA) scheme for young couples will be expanded, now only requiring one party to be a recent or current full-time student or National Serviceman, instead of both.
  • Under the new Family Care Scheme (Proximity), parents and their children, married or single, applying for a new flat to live with or near each other will be prioritised.
  • To assist second-timer families in their upgrading or right-sizing efforts, the allocation quota for 3-room or larger BTO flats will see a 5% increase.
  • Second-timer families may also receive a $75,000 Fresh Start Housing Grant for a new 2-room Flexi or 3-room Standard BTO or SBF on a shorter lease.
